The best CRM software in Dubai is the one that fits how your team sells, works in the languages your staff and customers use, connects to WhatsApp Business and your accounting, and keeps customer data where your policies require. For most UAE businesses the realistic shortlist is CRM Odex (our own CRM), Odoo, Zoho CRM, Salesforce, HubSpot and Microsoft Dynamics 365. Which one is right depends on team size, budget, how much you need to customise, and the VAT e-invoicing rules: businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and go live on 1 January 2027, according to the Ministry of Finance.

How do the main CRM options compare in Dubai?

The table summarises what each vendor's own pages said when we checked them on 10 October 2026. Prices are "from" prices per user per month, in the currency the vendor's page showed us (US dollars), before VAT. They change, and some vary by region, so confirm them on the vendor's page for your account. Where a vendor's pages did not confirm a point, the table says so rather than guessing.

What should a UAE business check before choosing a CRM?

A Dubai business has five extra checks that a generic comparison can miss, and each one should be tested in a demo with your own data rather than accepted from a brochure.

VAT and FTA e-invoicing readiness

UAE VAT was introduced on 1 January 2018 at a standard rate of 5%, according to the Ministry of Finance VAT page. Electronic invoicing is next. The Ministry's September 2025 announcement sets the phases, and its May 2026 amendment moved one deadline:

  • Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and implement e-invoicing by 1 January 2027.
  • Businesses below that threshold must appoint a provider by 31 March 2027 and implement by 1 July 2027.
  • Government entities must appoint a provider by 31 March 2027 and implement by 1 October 2027.

The eInvoicing programme page describes a five-corner model: the supplier sends invoice data to its Accredited Service Provider, which exchanges it with the buyer's provider and reports it to the Federal Tax Authority. A CRM is rarely the system that issues the tax invoice, but it usually holds the customer record, the quotation and the deal value that feed it. So ask each vendor how customer tax details, quotes and invoices flow from the CRM to your accounting system and on to your provider. Odoo, for example, documents a UAE fiscal localisation with the 5% VAT rate and VAT reporting. Whichever CRM you choose, clean customer data before 2027 is the part you control.

Arabic and right-to-left (RTL) screens

If any of your users or customer-facing documents work in Arabic, test it directly. Interface language, right-to-left layout, Arabic in quotes and email templates, and search on Arabic names are four different things, and a vendor can support one without the others. Zoho CRM lists Arabic among its supported languages. HubSpot's language page does not list Arabic as an interface language. Microsoft lists Arabic for Dynamics 365 Sales Premium features.

WhatsApp Business API

Many UAE sales teams talk to customers on WhatsApp, so the CRM should log those conversations against the contact rather than leave them on one salesperson's phone. Check which kind of WhatsApp account each integration needs. Odoo's WhatsApp app, for example, is Enterprise-only, needs a WhatsApp Business Platform account, and says personal and WhatsApp Business App accounts are not compatible. Zoho CRM requires message templates approved by Meta before you send. HubSpot's integration sits in Marketing Hub and Service Hub at Professional and above. Salesforce offers it for Service Cloud with Digital Engagement, and Microsoft documents a WhatsApp channel through Twilio for its contact-centre products. Ask who owns the Meta account, who approves templates, and what happens to conversations when a salesperson leaves.

Data residency and hosting

The UAE Government's data protection overview describes Federal Decree-Law No. 45 of 2021 on the protection of personal data, including requirements for cross-border transfer. Whether and how it applies depends on your organisation and your data, so get legal advice for your situation. On hosting: Microsoft lists a UAE region for Dynamics 365, Salesforce says Hyperforce lets customers store data in the UAE, and Zoho opened data centres in Dubai and Abu Dhabi in January 2026, though its announcement does not state that Zoho CRM data is hosted there. HubSpot's data-centre page lists no UAE location. If data must be hosted in the UAE, get the region written into the contract for your specific account, not just the vendor's marketing.

Portal and telephony integrations

Leads rarely start in the CRM. They come from web forms, Google and Meta ads, WhatsApp, phone calls and, for property businesses, portals such as Property Finder, Bayut and Dubizzle. Ask how each source arrives, how duplicates are merged, and how calls from your phone system are logged against the contact. For brokerages we cover this in detail on our real estate CRM page. How much does CRM software cost in Dubai?

The licence is only one line of the first-year cost. A realistic budget covers five lines: licences for every user who needs one, implementation and configuration, data migration and clean-up, integrations (website, WhatsApp, accounting, telephony, portals), and support and training after go-live. Some vendors add fixed fees: HubSpot's pricing page listed one-time onboarding fees of US$1,500 for Sales Hub Professional and US$3,500 for Enterprise when we checked on 10 October 2026. Others put key features in higher editions, so price the edition you will actually need, not the entry tier. Odoo, Zoho, Salesforce and Microsoft each publish their current tiers. Ask for a written quote in AED for your user count, and ask whether VAT is added.

Which CRM fits which kind of business?

  • A small team moving off spreadsheets: start with a free or low-cost tier (CRM Odex, Zoho CRM, HubSpot or Odoo's one free app) and prove adoption before paying for more.
  • A business that also needs accounting, stock or invoicing: Odoo keeps those in one suite; CRM Odex covers quotes and invoices from the deal; Zoho offers a wider family of apps.
  • A large or regulated sales organisation: Salesforce or Dynamics 365, with UAE hosting confirmed in the contract and a named administrator on your side.
  • A marketing-led company: HubSpot, if the lack of an Arabic interface and of a UAE data centre are acceptable for your team and data.
  • A Microsoft 365 organisation: Dynamics 365 fits existing identity, email and reporting tools.
  • A brokerage or developer: any of these can work; the deciding factor is portal lead routing and WhatsApp follow-up, which is why we built a dedicated real estate CRM service.

If none of them fits a distinctive workflow, a custom CRM is an option. It gives you full control, and it also makes you the product owner for security, updates and documentation, so consider it only after the standard platforms have been tested against your process.

How should you run the shortlist and the pilot?

  1. Map one recent deal from first enquiry to paid invoice: who did what, in which tool, and where it stalled.
  2. List required fields, stages, approvals, reports and integrations. Separate real requirements from old spreadsheet habits.
  3. Ask two or three vendors to demonstrate the same scenarios with your sample data, including Arabic, WhatsApp and a quote-to-invoice flow.
  4. Get written answers on hosting region, data export, support hours and the full first-year cost in AED.
  5. Pilot with one team and one pipeline, measure follow-up and reporting accuracy, then decide on roll-out.

A pilot gives you evidence, not a guarantee. It is still the cheapest way to find out that a platform does not fit before the whole company has moved onto it.

There is no single answer. Small teams usually start on a free or entry tier, such as CRM Odex, Zoho CRM's free edition, HubSpot's free tools or Odoo's one free app, and choose based on Arabic, WhatsApp and quoting needs.

Is there a CRM that hosts data in the UAE?

Microsoft lists a UAE region for Dynamics 365, and Salesforce offers UAE data storage through Hyperforce. Zoho opened Dubai and Abu Dhabi data centres in 2026 but does not state that Zoho CRM data is hosted there. Confirm the region for your own account in writing.

Does my CRM need to be ready for UAE e-invoicing?

Your invoicing system must be. Businesses with revenue of AED 50 million or more must appoint a provider by 30 October 2026 and implement from 1 January 2027; others implement from 1 July 2027, and government entities from 1 October 2027. The CRM should pass clean customer, quote and deal data to the accounting system that issues invoices.

Which CRMs connect to WhatsApp Business?

Odoo Enterprise, Zoho CRM, HubSpot (Marketing and Service Hub Professional and above), Salesforce Service Cloud with Digital Engagement and Microsoft's contact-centre products all document WhatsApp options. CRM Odex connects through a project integration.
