Go to settings > Software & Updates > Updates tab > Set Notify me of a new ubuntu version to For any new version. It will update for any new version regardless of Stability.

Open Terminal > Type "sudo do-release-upgrade"
Terminal will start updating to up version. Follow the screen instructions.
Final notes
Ubuntu will start downloading data packages for updated Versions. It'll take around 1 to 2 hours for complete setup of version 16.10.
